How to Write an RFP Response Cover Letter That Evaluators Remember
Responding to a request for proposal (RFP) is mostly about compliance: answering every question, in the right format, by the deadline. The cover letter is the one place where you get to speak directly to the people making the decision.
Many companies waste it on boilerplate: “We are pleased to submit our response and look forward to the opportunity.” Evaluators have read that sentence hundreds of times. A strong cover letter does something more useful: it tells them, in one page, why you are the right choice for their specific situation.
What The Cover Letter Should Do
- Show you understand their problem, in their words.
- Summarise your fit against their most important criteria.
- Highlight one or two differentiators, with evidence.
- Confirm compliance and point to key sections.
- Name a contact and signatory.
Keep it to one page. Check the RFP for any rules on cover letters; some prohibit them or limit their length.

Our response shows how we have done exactly this for three regional health trusts since 2023, with no unplanned downtime, and a training programme that averaged 90 minutes per clinic.
The second version mirrors their criteria, then gives proof.
Use Evidence, Not Adjectives
“Industry-leading”, “best-in-class” and “innovative” mean nothing to an evaluator scoring against criteria. Specific results, references and certifications do. If you mention a client, make sure you have permission.
Signpost The Response
Evaluators are busy and often score sections separately. Help them:

Address Risks Honestly
If there is an obvious concern, such as being a smaller supplier or proposing a different approach, address it briefly and confidently. Evaluators notice what you avoid.
Public Sector Rules
Public procurement often has strict rules on format, communication and evaluation, and anything outside the specified structure may not be scored. In the US, federal procurement follows the Federal Acquisition Regulation, and other countries have equivalent rules. Read the instructions twice.
